The build instructions page does not show how to build libwebp / cwebp using
Visual C or msys.
The resulting cwebp should be runnable from a Windows command shell.
It should not require any extra DLL's.

actually you have nmake / studio instructions which are pretty good.
I was confused by the cygwin steps. Can you simply remove the cygwin?
If you want an alternative to studio, I suggest adding mingw instructions,
which produce exe files that are windows compatible.

The new instructions should be clearer about the Visual Studio option. Also,
what was called Windows/Cygwin is now called Cygwin, what should also help
users not knowing what Cygwin is. I think the bug can be now closed?
