Fixed.

Yes, submitting reports is working if you set up the server on localhost. Check the server side repository: http://github.com/cyberstream/Fix-the-Web-Server-Side You also need to set up a database. I'll contact you later with more info, or even better, I might put it all in the server-side repository's README.
