While doing test-builds for upcoming ncurses 6.2, I realized that I'd not completed the port for tack to Cygwin a few years ago. The changes made for tack 1.08 don't work with Cygwin due to the broken-linker feature. I repaired that on Friday, but see some additional work to be done. So the next update for tack probably will be to make it work with Cygwin.

The snapshot from 2016 (1.07-20150506) might work for the present time.

I investigated the other issue, and found that it's actually a defect in Cygwin's implementation of termios (not handling interbyte timeouts -- see manual page). I may special-case this to make tack (partly) workable with Cygwin.

See resolution described in 2020-02-20 updates, as well as recent mailing-list thread Setting termios VMIN > 0 and VTIME > 0 on non blocking file
