optparse is pretty crappy, and was deprecated at Python 2.7.

Yes, and it is rather annoying that argparse has only become part of the standard library in 2.7/3.2.

This activity is most likely part of our effort to port cylc from Python 2 to 3, so I'll mark this as superseded by #1874.
