建议移动端添加一个公告栏显示 #9

目前公告栏PC端有显示这样发个公告移动端没法预览，而且大部分都是移动端看的多。希望考虑一下，感谢！
添加位置建议可以如下图两区域中间，这样一打开就可以看到了而且也不是很影响
