Fix SSL loading when Mongoose runs as service #50

What steps will reproduce the problem?
1. Install Mongoose
2. Go to https://127.0.0.1

What is the expected output? What do you see instead?
Content of disk C: must be shown, connection refused instead.

Please use labels and text to provide additional information.

Service runs with current directory of c:/windows/system32. SSL libs are
installed in c:/mongoose-XX, and are invisible for LoadLibrary calls.
