[Suggestion/Bug] Add a seperate config to change the output speed of a steam engine running on steam #300

So im playing Multiblock Madness version 2.0.0, and a bunch of people noticed the steam engine only outputting 20 instead of what it used to 40 while running on steam. We noticed this was due to the config of steam consumption (under parameters -> steamengine -> gasConsumption) per tick being changed from 20 to 10, so there would be less steam used. Now the problem is, its not possible to change the consumption of steam without changing the output speed, and thats why I wanted to suggest having two seperate config lines, one for steam consumed per tick, and one for the output speed while running on steam (just like solid fuel has).
