Fix #2964: prevent renaming wikis with non-empty tags. #2968

Does two things:

  • Disallows renaming wiki entries unless the corresponding tag is empty. A Force rename checkbox lets you skip the validation.
  • Allows Members to rename wiki entries. This was disallowed in the web ui but not in the api. I don't see a need to restrict this, renames can always be reverted.
