Support for non-xml formats?

Hello!

I've been working on voxpupuli/puppet-rundeck#154 and trying to puppetize our log4j config, rather than just shipping a template. In the application, it uses a non-xml format of log4j, while the configfile defines expects an xml file.

This is the config format that Rundeck uses:

Can support be added for this format?
