HTMLy is not installed!

Hello,
I have a site at "prize-sci.org/sch" (HTMLy installation- multisite NOT enabled).
I have another site at "prize-sci.org/sch/sites/ashraf" (HTMLy installation- to be used as a sub-site by linking to it using the menu bar of the main site.
It is already installed, "independent-publisher-1.9" theme also installed.. just after installing this theme to the sub-site, a white page appeared with this error: "HTMLy is not installed!", it says the sub-site is not installed. However, the full directory is here, as well as softaculous records that recognize the installation as full and running.

• I uninstalled the theme.. the problem persists.
• I looked for the PHP files that are used for installation.. they are already deleted.. don`t know why the internal system recognizes it as not being installed.
• Admin login as well as "index.php" show the same error.
• I dindt change installation URL in the settings. Its correct and refers to the desired path.

As stated in error log:

PHP Warning: syntax error, unexpected '"' in config/config.ini on line 21

Try to edit the config.ini manually and check if there is an error syntax. Pay attention to the quotation marks.

Or you can try installing it manually using online-installer.php just in case if there is a problem with those folder setup in softaculous.
