Expected Behavior

SDK resiliency IT test should not fail randomly.

Actual Behavior

It has been noted like in this example: https://github.com/dapr/java-sdk/actions/runs/9797100701/job/27087507587?pr=1050#step:19:7358, that SdkResiliencytIT.retryAndTimeout fails randomly.

Steps to Reproduce the Problem

It can't be reproduced reliably, since it depends on latency an jitter used by Toxi proxy, but please check the build failure shared.
