chore: enable yarn PnP to achieve zero installs

To improve project stability, we need to enable Yarn 3 Zero-Installs approach

What was done?

• Enable Yarn PnP
• Add yarn cache to the repo
• Add workaround for Incompatible with yarn2 and PnP oclif/config#281
• Update package scripts to work with PnP
• Update webpack configs to work with PnP

How Has This Been Tested?

Running tests locally and on CI
