feat(dashmate): configure tenderdash connections

We want to tune tenderdash connection settings

What was done?

• Added platform.drive.tenderdash.p2p.maxConnections and platform.drive.tenderdash.p2p.maxOutgoingConnections options
• The max outgoing connections setting set to 30
