feat(dashmate): update testnet config

https://github.com/dashpay/platform/releases/tag/v1.1.0 contains breaking changes and testnet was wiped. This PR updates default testnet settings for a dashmate so user could connect to it

What was done?

• Updated base tenderdash version to 1.2.0
• Updated chain id to testnet-51

How Has This Been Tested?

Locally with dashmate by connecting to testnet
