Issue being fixed or feature implemented

Several actions were outdated, and actions-rs/toolchain in particular is unmaintained

What was done?

  • Update GitHub Action deps
  • Pin some versions and update matrix conditions
  • Switch to alternative actions to set up Rust

Two unmaintained actions-rs actions remain, possible alternatives if/when they break can be found here

How Has This Been Tested?

In CI
