Can we install xgboost from conda-forge?
There are some references to @TomAugspurger 's environment

I'm not sure why I committed that file. RTD looks at the file in ci/environment.yml.

Really, we should just install all the docs + testing dependencies in a single environment in ci/environment.yml, and use that for everything.
