JTS is apparently now developed by "LocationTech"; update packaging/build #11

Maven central has groupId="org.locationtech" with v1.1.5+ available.
See https://projects.eclipse.org/projects/locationtech.jts - an Eclipse project.
Note that they do not currently publish "jts-ora" so impossible to switch as yet.
See locationtech/jts#78 and then the later locationtech/jts#439

@andyjefferson do you have the oracle jars? If you are able to build / test we should be in position to upload.

Hi @jodygarnett I have the Oracle JDBC jar, since I need it to build my software. I have an instance of Oracle somewhere (but not used for some time). Not sure what you're suggesting regarding building though. Whoever is doing a release of "JTS" to Maven Central needs the Oracle JDBC jar. Can you clarify what you mean?

I am one of the team that releases JTS, but I do not have the jar (or oracle handy). We need volunteers for our project to build/test in order to release the jts-ora jar, if not the source code is available and tagged in GitHub.

Thx for your reply @jodygarnett . Sadly, I maintain this open source project (DataNucleus) on my own, and have enough trouble with nobody volunteering to help, so unfortunately I do not having enough time to work on other projects. Having to download code and manually build (LocationTech) JTS due to lack of release of a subcomponent of it means it is a non-runner for me for now, so I'll stick with (Vividsolutions) released version of JTS. Thx
