[Push] Not able to push remote datasets

I have dataset remotely Eg on Github. If I try and run data push https://url/to.datapackage.json it will be pushed as a non-tabular resource.

How to reproduce

• data push https://raw.githubusercontent.com/frictionlessdata/test-data/master/packages/remote-csv/datapackage.json

Expected behavior

• Not allows me pushing
• displays Error: You can push only local datasets.

Error: You can push only local datasets.
$ data -v
0.7.9
