Version 0.3.0 of sqlparse has been released last month, and apparently pgcli works well with it, although I could not run the test suite, because I'm currently focused on other things, sorry... maybe later this week.

This commit changed the requirement on sqlparse (<0.5) and was first included in pgcli 3.1.0. The latest version of pgcli indeed uses the latest version of sqlparse.

This issue can be closed.
