Spinoff from #10361 - we shouldn't offer functions in some parallel vectors that are not present in others. I deprecated the functions that are not in any other vector that currently inherits from
VectorSpaceVector(i.e., our native vector class, our Epetra wrapper, and our Tpetra wrapper).
