This encodes some previously hard-coded values in
FESystem.This bug is only evident if one uses non-hypercube elements with > 0 dofs per quad - the only element which supports that right now is
FE_SimplexP_Bubbles. @eterrell11 (hi!) reported this to me in my office hours today.
