This is a draft PR for changing the contribution guidelines so that new code contributions are dual licensed.

  • Relicensing: update LICENSE.md
  • Relicensing: update CONTRIBUTING.md

In reference to #16665

I think the wording is fine.

We summarize all license related information in LICENSE.md
