I'm not sure if we should recommend Ruby 3.1 yet as we still have the issue with Bundler/RubyGems version.
Recently our new developer tried to install Decidim 0.27 on Ruby 3.1 and failed to do so because of the issue explained at #9839 and what I've been trying to fix at #9849. After installing Ruby 3.0.x, everything went smoothly for 0.27.

Our installation instructions aren't compatible with the last versions of Decidim. This PR fixes that.
Mind that this will not still work for v0.27 (last stable release), as Ruby version isn't compatible: on develop we're using 3.1.1 and on v0.27 we're on 3.0.2. I plan to fix that on other PRs by enabling versioning on Antora.
