Resolves #1223
This commit updates the copy on the public CMS homepage, prompting users to login.
This commit also fixes a bug with authenticated routes introduced in #1183. The code removed in
AuthenticatedRoutefrom this pull request was responsible for redirecting users if it was a protected route.
