Attempt to address #2133

The idea is to use setuptools to parse setup.cfg and extract different requires. Unlike setup.py, things in setup.cfg are declarative so they won't change at build time.

Thanks @honnix, yeah I think this would be great to support. Is it right that we can just call updated_setup_requirement on these files as well?

Would be great to see some tests that explain how this is expected to behave!

@jurre Thanks for taking a look at this. And yes I think so. I will work on specs to see how it works. I wanted to open a PR to get early feedback so I won't go too far in a wrong direction. :)

👋🏻 I'm interested in this functionality, and was just stopping by to call out that setuptools already has a utility method for parsing the setup.py kwargs from a setup.cfg file, e.g.:

All in all the changes seem really good, there was one question/suggestion we had about the setup file parsers, but if we can clean that up a bit I'm 👍 on merging + shipping this after the weekend.

GitHub seems to have recently fixed their dependency scanning to look
at setup.cfg (dependabot/dependabot-core#3423).

This enables Dependabot to run every Tuesday at 10 AM (Stanford time),
and notify us (by pull request) if a dependency has done an update.
It's then on us to check if the update mandates a bump in our minimum
required version for the dependency.

Kudos to dependabot/dependabot-core#2133,
dependabot/dependabot-core#2281, and
dependabot/dependabot-core#3423 for enabling
Dependabot support with `python.cfg` files!

@honnix can you point me at an example repo where dependabot successfully parses setup.cfg and opens dependency update PRs? Doesn't seem to be working for me here: https://github.com/Harvard-ATG/lts-iiif-ingest-service. I'd really like to have all the dependencies in setup.cfg rather than maintaining a duplicate requirements.txt just for Dependabot PRs.

@ColeDCrawford I don't have an example in the open source world (not even github.com), unfortunately, and I don't know how dependabot is set up for github.com. We have internal integration of dependabot and I can confirm it works.

@honnix Any particular update that you were expecting and didn't get. I run our dry-run script against your repo, and Dependabot run fine, just couldn't find any updates to propose.

This was a false alarm on my part. When I switched over to setup.cfg I made the dependency version patterns more permissive, so they are accepting a wider range of updates. There weren’t any new PRs because any recent dependency updates (e.g. boto3) resolved to the latest. I confirmed this by creating a test branch with a pinned old version of pillow and running Dependabot locally against it. That opened a PR as expected. Thanks for the follow up!
