The scheduler need to kick off a dependency-check analysis and analyze all libraries defined in the system.

Editing of schedule must be limited to users with EDITOR or ADMIN roles.

When new libraries are added or edited, a scan should take place immediately, but not interrupt the scheduled scan. Scans should be run as a singleton where only one instance occurs at a time.
