[ChangelogLinker] generate from merged PRs

This is mostly manuall work. Maybe PR list might help

Related to #822

Goals

• respect Added/Fixed/Changed/Removed sections
  

• sort PRs to these sections by custom function (e.g. regex) on merge commit message

  • e.g. "Add SortFixer" => into # Added

• subheadlines features for monorepo
