Possible Solution

No idea, but catch whatever I did wrong and let me know how to do it right "Please install xyz font. Any will do but we like Material Design" or something.

Steps to Reproduce (for bugs)

1. Skim the readme, but not too deeply
2. Install using Admin privs in Windows 10
3. Do not install any nerd fonts because you don't know which one but want to see what happens
4. ipmo terminal-icons as a regular user and as admin
5. Sea of red but at admin prompt, i had a bunch of empty GCI, plus sea of red

Similar issue here, with these two differences in steps to reproduce
2. module installed with scope CurrentUser
3. Installed one nerd font

Thanks! that, combined with changing the directory seems to have helped. before changing dir, was still getting sea of red.
