Warn when requirement files are missing instead of raising an exception #2

Currently, when a requirements file is not found, an exception is raised:

raise FileNotFoundError(
f"Requirements file {path!r} not found."
)

However, it would probably be better to issue a warning instead. This way, the environment will still get set up without the requirements and the creation does not terminate fully.
