Define _resolution on the tile matrix #16

The current usage to get resolution of each matrix is:

tms = TileMatrixSet.load(...)
for matrix in tms.tileMatrix:
    res = tms._resolution(matrix)

I think it would be nicer to do

for matrix in tms.tileMatrix:
    res = matrix._resolution

This actually doesn't work because we need access to the crs which is defined on the matrix set.
