Update bootstrap to support default canisters or list canisters available #538

If the canisterId isn't specified, AND we're running locally, we should connect to an internal webserver API that gives us a list of canisters available. That way we can tell the user which one they have installed and use them.

This depends on some GraphQL API to talk to the server.
