OLD-6094: PayPal Pro - doesn't validate payment with SEF turned off

Description

PayPal Pro doesn't seem to validate the payment:

I do get a "Payment successful" screen/article displayed after placing the order, but the order is "payment pending" and no emails get triggered (receipt, order status update).

This is with OPC and SEF turned OFF, using PayPal Pro Sandbox account. Same behavior with and without SSL.
