Note this issue is in Light default theme: /usr/share/themes/Breeze-gtk/gtk-2.0/gtkrc

This fix would make the background and the text dark, are you sure you're using the latest version?

I using lastest snapshot. I made changes only in /usr/share/themes/Breeze-gtk/gtk-2.0/gtkrc file. Working for me like expected.
But I reinstall now... will see...

go to system settings > color > options and make sure "apply colors to non-Qt colors" is switched off, then log out and back in and see if the colors are normal. The tooltips are not supposed to have a light background.
