Bugfix for Windows 7

This fixes a crash on Win 7.

Update

This has a updated Init function that now takes an optional stream id for registration (thus the higher major version), I don't mean to imply this is extra stable.

Initial release

This is the initial windows build of the rpc lib, mostly just testing at this point.
