First release

I would like to release version 0.1.0 of Disq. Most, if not all, of the bugs we've found so far have been fixed, and it would be good to go through the mechanics of actually doing a release. We are still in pre-1.0 so it's possible to change the public API in minor releases (and I expect we will).

I would consider #44 / #27 to be a blocking issue for release.

#13 #15 #18 should also be completed before a release. In BigDataGenomics projects, we use Github Milestones to triage issues to releases. Would it work to do the same here?

#27 / #52 is the only remaining blocking issue now.

I've opened #60 to document the release process that I followed.
