To enable just-in-time (JIT) debugging, the .config file for this
application or computer (machine.config) must have the
jitDebugging value set in the system.windows.forms section.
The application must also be compiled with debugging
enabled.

This is probably a very rare occurrence where OBS, Xsplit, or whatever might be in use just so happens to open the file at the exact moment that Snip is trying to write to it.

In this case it was trying to write the blank image file and failed.
