CommandManager support for allowed users and for accepted client versions

CM should be able to parse a file similar to a gridmap file to recognize which users are allowed to send things to a certain server with a compatible client versione

Code is in place. Testing is needed for the WS interface change.

After that the specific new features we want introduce is just a matter of few python lines.
