Steps to reproduce the behavior

1. Computer hard shutdown while running docker-compose
2. ... stop working

Resolved with the steps in #1396

Issues go stale after 90d of inactivity.
Mark the issue as fresh with /remove-lifecycle stale comment.
Stale issues will be closed after an additional 30d of inactivity.

Prevent issues from auto-closing with an /lifecycle frozen comment.

Why, just say, why your Docker is [трахает мне мозги] / not working stable on windows?

To begin to work I must do about 3-5 restarts, reinstall docker, delete all containers, to sleep 7 days, to pray 10 days, and after that restart docker, and MAYBE it will work.

The very same problem happens under MacOS X :(
