Problem Statement

When you start a fresh environment without a EE license, we are unable to edit pages, we are not showing the content pallets, seems this is related to the new announcements stuff.

Note to QA: Only the stack trace error was fixed. The content palette remains as an enterprise only feature.

Internal QA: Passed.

As we can notice in the video bellow, the expected error couldn't be reproduce it.

Besides, the announcements features work fine, and the Knowledge Center links and Contact links were found as expected.
