Unable to publish content in multi-language pages

We are unable to publish content in multi language pages, you can't see the contlents in the live tab...

To recreate:

• Create a new content page
• Create the spanish version of this page
• Add a new content and save & publish
• Go to the live tab
• Add a new content again and save & publish too
• Go to the live tab

The content is published, but you can't see the same in the live tab, also the what's changed feature detect all the content as new, and never detect the real changes

To publish the content you need republish the complete page, you can't do that for a separately content, tested in previous (3.2.1, 2.x ) versions and works fine , also tested with a default language pages and works as expected
