[Bug] StyleClass Setter does not set

Description

I am no able to set the Border properties from Xaml Style Setter.
I am using specificaly the StyleClass functionality on Border.

Steps to Reproduce

<Style TargetType="Border" Class="BorderStyle"
       ApplyToDerivedTypes="true">
    <Setter Property="VisualStateManager.VisualStateGroups">
        <VisualStateGroupList>
            <VisualStateGroup x:Name="CommonStates">
                <VisualState x:Name="State1">
                    <VisualState.Setters>
                        <Setter Property="Background"
                                        Value="Blue" />
                        <Setter Property="Stroke"
                                        Value="Red" />
                        <Setter Property="StrokeShape"
                                        Value="RoundRectangle 10,10,10,10" />
                        <Setter Property="StrokeThickness"
                                        Value="2" />
                    </VisualState.Setters>
                </VisualState>
            </VisualStateGroup>
        </VisualStateGroupList>
    </Setter>

Related to #10229 cause it has not been fix.

Is because setting the value in the SetValue method the fromStyle property is true. @StephaneDelcroix is working in a fix related with this. After the fix will validate it adding a sample the Gallery.

well, it's actually because a visual group from style has a lower priority than the current value, so the value isn't applied

Hmm... I don't get it. Or this is a weird behavior?

The Priority should be depending of the final xaml file

StyleClass here shoud have priority:

<Border
       Background="Blue"
       StyleClass="BorderStyle">
    <--Content-->
</Border>

Background here shoud have priority:

<Border  
       StyleClass="BorderStyle"
       Background="Blue">
    <--Content-->
</Border>

Verified this issue with Visual Studio Enterprise 17.7.0 Preview 2.0. Can repro on Windows platform with sample project.
