Remove virtual modifier from InternalFallback #104483

  • System.Text.DecoderFallbackBuffer
  • System.Text.EncoderFallbackBuffer

These internal methods have no overrides therefore the virtual modifier is unnecessary.

* `System.Text.DecoderFallbackBuffer`
* `System.Text.EncoderFallbackBuffer`

Is there an issue tracking a Roslyn analyzer for: "virtual member is never overridden"?
