Backport of #74386 to release/7.0
Fixes #74318
/cc @davidwrighton
Customer Impact
Minor misbehavior during R2R compilation, and our outerloop CI fails without this fix.
Testing
Checked in, and saw a passing outerloop run of the broken test.
Risk
Low. Most of this fix is to test code, and the behavior change is isolated to causing some new failures during marshaling computations of types which use Int128.
IMPORTANT: Is this backport for a servicing release? If so and this change touches code that ships in a NuGet package, please make certain that you have added any necessary package authoring and gotten it explicitly reviewed.
