dotnet new install should not pull down pre-release packages by default #34911

Describe the bug

When running dotnet new install from a NuGet source it pulls down the latest package version even if that version has a pre-release suffix such as 2.2.44-beta1 or 4.3.1-rc. Those versions are generally not fully tested and haven't been fully approved.
