The zoom tool only allows zooming currently. It should be extended to a more generic "hand" tool that also allows panning and rotating the canvas using only one hand, because not everyone has two of those.

It should be a single tool in the toolbar to not increase its size, with radio buttons in the tool settings to switch between pan, rotation and zoom. There should be shortcuts for the three modes to allow accessing them directly.

Actually no, the original idea is not good, it requires an extra click when you want to switch between the tool you're using, the pan tool and the zoom tool. Since that's a likely sequence of operation, it shouldn't be buried under two operations, there should just be a separate pan tool.

To allow moving the canvas around without having to hold down a key or
needing a middle click button on the pen.

Implements #1217.
