扩展参考NotifierHandler构造方法

能描述清楚一些吗，我在别的地方看到你们说1.0.8有bug，你们最新的开发分支是否已经修复了这个问题呢？
客户端逻辑：
1、自定义个 DtpMailNotifier 继承 AbstractDtpNotifier，
2、base 包定义个 MailNotifier 做实际邮件发送
仅需要这两步是否就可以完成自定义的短信或者邮件通知？

具体bug可以提issues记录下
扩展的逻辑大致是这样，邮件告警的模块提pr了，在等作者review
