I understand the intent of wanting an interface attached to a circuit because that's ultimately what the circuit is physically connected to.
But - at least in my environment - the circuit is really tied to the site. If the device (and thus the interface) are replaced for some reason, we don't get a new circuit. It's the same physical/logical circuit with the same properties except for which interface it's connecting to.
I propose that Circuits become a resource that can exist without the creation of the interfaces first; with the interface being optionally attached.
