New Resource Proposal: AD Schema Extension

Description

I wrote a DSC resource for this a few years back and forgot about it. It may or may not need some updates. There are test written and a full resource for an LDF schema extension at least. I'm ok with just sdubittin gthe code and testing here. It was rasied due to an Issue submitted on my repo to publish it to the gallery and I thought this might be a better place for it. If this isn't, no worries, and I'll publish to the gallery as a stand alone module.
