Better synchronize RRF/DWC releases between GitHub and Duet3D #37

GitHub does not allow assets to be downloaded from third-party websites due to CORS restrictions. We will need to mirror releases from RRF and DWC automatically on the configtool webspace.

RRF asset clones are now coupled to RRF updates via the pkg server. This will cause RRF+DWC assets from GitHub to be downloaded again and to be provided by the configtool.
