Add "Visual Vocabulary" Templates for Site Flow Design

What steps will reproduce the problem?
1. Try to do site flow / IA work
2. Fail.

What is the expected output? What do you see instead?
Templates to support site layout. http://www.jjg.net/ia/visvocab/

This has already been implemented in SVG, so it's just a matter of packing
it up with the XML behavior files?  (from a quick look at the template files)

What version of the product are you using? On what operating system?
Affects all. Reported on OSX.
